Land Development Booklet Plan Check Submittal Form Plan Check Fees
Public Infrastructure Records Request
Applicants and developers seeking existing or proposed water, sewer, street, storm drainage, improvement plan, or development map information must contact the Development Services Department – Land Development/Transportation Division for record research.
To request records, email hparr@uplandca.gov and complete the Research Request Form.
A $190 deposit is required for extended research. Additional research and record reproduction services are charged on a time-and-materials basis.
Fees
Development Impact Fees (DIF) are established by City resolution. The DIF table is provided for estimation purposes only. Actual fees are determined at the time of application and may vary.
Pass-through fees collected on behalf of other agencies are subject to change.
Map and Plan Checks – Proposed Projects
Proposed Land Development Projects
Plans for private development projects—including residential, commercial, industrial, and subdivision projects—must be submitted to the Land Development Division for review and approval.
During the review process, the Land Development Division may establish conditions of approval that must be satisfied at various stages of the project, including:
- Prior to Final Map Recordation
- Prior to Grading Permit Issuance
- Prior to Utility Permit Issuance
- Prior to Improvement Permit Issuance
- Prior to Building Permit Issuance
Initial Submittal Requirements
Refer to the Submittal & Plan Preparation – Minimum Guidelines for detailed information regarding initial review and pre-approval submittal requirements for residential, commercial, and industrial projects.
All submittal packages must be complete before they can be accepted for review. Depending on the scope and complexity of the proposed development, an initial submittal may include:
- Preliminary Title Report, dated within the past six months
- Conceptual Grading and Improvement Plan
- Preliminary Soils Report, dated within the past year
- Preliminary Hydrology/Drainage Report
- Preliminary Water Quality Management Plan (WQMP)
- Draft Traffic Impact Analysis
- Conceptual Utilities Plan identifying existing and proposed:
- Sewer
- Water
- Storm Drain
- Additional plans, studies, and reports as required for the proposed development
The Development Services Department serves as the lead department during the initial review and entitlement process. Applicants and developers may receive a consolidated list of comments, conditions, and requirements from multiple City divisions and departments, including Land Development.

Approved Land Development Projects
After a residential subdivision, commercial, or industrial project has received the required approvals, the Land Development Division will accept final tract or parcel maps, grading plans, improvement plans, and supporting reports for plan check.
Depending on the project, a complete plan check submittal may include:
- Grading Plan
- Street Improvement Plan
- Traffic Signal Plan
- Signing and Striping Plan
- Sewer Improvement Plan
- Water Improvement Plan
- Storm Drain Improvement Plan
- Landscape Improvement Plan
- Composite Utility Plan
- Public Improvement Cost Estimate
- Private Improvement Cost Estimate
- Soils Report
- Hydrology Report
- Traffic Study
- Sewer Analysis/Study
- Water Analysis/Study
- Stormwater Pollution Prevention Plan (SWPPP)
- Water Quality Management Plan (WQMP)
- Covenants, Conditions and Restrictions (CC&Rs)
- Final Parcel or Tract Map, including reference materials and closure calculations
- Approved Tentative Map
- Preliminary Title Report dated within the past 30 days
- Reference Plans

Plan Check Fees and Submittals
Plan check fees are assessed following submittal based on the applicable City fee schedule.
Plan submittals are accepted through the City's Online Permit Portal.
