Addressing Our Outdated Business License Structure 


The City recently conducted a quality of life survey. The results of that survey showed over two-thirds of respondents rated Upland’s quality of life as good or excellent. We are working to protect what makes our community strong, including supporting the small businesses that contribute to our community’s character.
 

As part of these efforts, the City is reviewing our existing business license structure, which hasn’t been updated since 1994 – 31 years ago.

We are working with our business stakeholders and small business owners to focus on approaches that support small businesses with no impact to residents and homeowners. Our goal is for Upland’s ordinance to match the current mix of businesses in our city, provide relief for small businesses, and ensure that the largest businesses pay their fair share for our essential city services.

Business License Reform Measure M

The City Council took action to place the Upland Business License Reform Measure M on the November 2026 ballot for voter consideration. This is a Business License Reform Measure designed to modernize the current business license tax structure and create a simpler, more equitable system for Upland businesses. If approved by voters, the measure would update how annual business license fees are calculated by using business type and annual gross receipts.
